Responsibilities

SUMMARY:                       

Is responsible for providing marketing, education and service to TML MultiState Intergovernmental Employee Benefits Pool (TML MultiState IEBP) Members/potential in developing, maintaining, and monitoring a quality focused, cost efficient delivery of healthcare;

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned:

  • Develop and manage the account service team to provide employer-level service.
  • Interface with Members, communicate timelines and workflow of Online Enrollment System. 
  • Obtain accurate group Defined Contribution parameter worksheet information.
  • Performs quarterly reviews, midyear, pre-renewal 6 month reviews for all MiniPools
  • Offer to assist with claim reviews while onsite.
  • Communicates with Members regarding outstanding rerate, enrollment documents per established timelines. 
  • Proactive education and dialogue with Fund contacts to ensure appropriate and timely decisions.
  • Interface with Members during Audit/Regulatory Reporting to meet completion timelines.
  • Communicates with New Members regarding outstanding Business Acceptance Form, enrollment, and eligibility documents per established timelines. 
  • Ensure that all new group paperwork comes in complete.
  • Educate Fund contacts so they are able to make timely and appropriate decisions.
  • Provide education to Members so they understand eligibility guidelines. 
  • Promote Webinar Education and regional meetings to membership.
  • Coordinates pre-renewal presentation including: renewal rate history and benchmarks, claims experience (loss ratios), renewal timeline, PEBA lines of coverage and voluntary benefit options.
  • Maintains accurate SalesForce records regarding broker, potential member, and groups by close of month.
  • Performs market analysis including:
  • Identify Marketing Vulnerabilities and stakeholders for each account
  • Developing strategy of engagement. 
  • Work strategically with brokers, potential members, and regional stakeholders in territory.
  • Completes Member/potential Member needs assessment.
  • Delivers complete/accurate information to proposal department.
  • Identifies and visits brokers/consultants to build partnerships in region.
  • Compiles bid/proposal requests
  • Attends bid openings, council and board meetings (when appropriate) and maintains competitive information
  • Generates sales quotations and handles inquiries from brokers, new customers and potential customers
  • Completes annual rerate process and provide guidance in completing the required paperwork.
  • Working knowledge of current underwriting procedures.
  • Assists Marketing Manager with the development of annual marketing plan to utilize during the year.
  • Communicates benefits and processing procedures accurately to members and potential groups.
  • Provide hands-on training and education to Fund Contacts and Membership to promote benefit understanding.
  • Conducts Member education, enrollment, benefit update, orientation meetings 
  • Coordinates with Employee benefit specialists
  • Establishes and maintains high level of trust and confidence with membership by promptly responding and resolving questions and issues.
  • Assists with the integration of wellness programs and other communication, as needed.
  • Completes new Member and profile changes for groups including requests for plan options.
  • Demonstrates awareness of claim cost management and impact on benefit rates.
  • Promote Engagement with cost saving services including Tele-Health, Tier 1 Providers, IEBP Health Clinics, Pricing Transparency and Cost Estimator.  
  • Effectively relays information regarding the Pooling and value adds offered by IEBP

Completes all New Business Requests accurately and submits information timely to the proposal department.

  • Protects the confidentiality, integrity and availability of information and records that TML MultiState IEBP creates, receives, maintains or transmits by complying with TML MultiState IEBP policies and procedures, including policies and procedures on physical, administrative and technical safeguards.
    • Physical safeguards are physical measures, policies and procedures that protect TML MultiState IEBP’s buildings, equipment and information systems from natural and environmental hazards and from unauthorized intrusion.
    • Administrative safeguards are administrative actions, policies and procedures that: (1) manage TML MultiState IEBP’s selection, development, implementation and maintenance of measures that protect TML MultiState IEBP’S information and records; and (2) manage the conduct of TML MultiState IEBP employees in protecting the privacy and security of TML MultiState IEBP’s information and records.
    • Technical safeguards are the technology and policies and procedures for its use that protect electronic information and records and that control access to electronic information and records.

  • Working Knowledge of SalesForce or related platform;
  • Working knowledge of MS Office
  • Technical ability to utilize employer web portal and OnBase for claim/provider look-up and CSCL documentation and look-up

EDUCATION/EXPERIENCE:

  • Bachelor's degree from four-year college or university; or five years’ experience in healthcare/benefits/insurance environment; or an equivalent combination of education and experience
